To enhance students’ practical knowledge and experience, the department has planned a series of special lectures for this semester (112-2). The first lecture will be held on Friday, March 15, 113, during the departmental activity time. We have invited our alumnus, Mr. Huang Yi-San, the current Deputy Director of the Traffic Division of the National Police Agency, Ministry of the Interior, to deliver a lecture on the theme “The Beauty and Sorrow of Traffic.”
Mr. Huang, a graduate of the 51st class of our department, has obtained a master’s degree from our university’s Institute of Traffic Management and a doctorate from the Institute of Transportation at National Chiao Tung University. He has held various positions, including Director of the Legal Affairs Office, Section Chief, Inspector, Specialist, Deputy Director of a precinct, Director of a precinct, Deputy Director, and Police Supervisor at the National Police Agency, Ministry of the Interior. In addition to his expertise in traffic, he has extensive practical experience in police work.
In his lecture, Mr. Huang will start by defining traffic and then discuss the traffic problems that arise in daily life, with a focus on the most severe issues: congestion and safety. He will emphasize that these problems are ongoing and require continuous improvement. Traffic consists of three elements: people, vehicles, and roads, which exhibit characteristics such as flow, speed, and density. The improvement of traffic problems requires the implementation of the 3E policies: Engineering, Education, and Enforcement. Among these, the elements most related to police work are “people” and “enforcement.”
Traffic is an interactive system, and solving its problems cannot be achieved through enforcement alone. For instance, congestion can be studied by simulating car-following scenarios from a microscopic perspective to explore the patterns of congestion. By utilizing computer and network information and communication technologies, we can process large amounts of data quickly and scientifically, presenting the characteristics of flow, speed, and density through graphics and text to explain traffic smoothness issues. The fundamental aspect of preventing traffic accidents starts with accident handling. By analyzing the collision patterns at accident scenes, we can quickly identify accident-prone areas, providing references for road engineering by other units.
Additionally, Mr. Huang will encourage students to analyze recent trends in the traffic police exams, including pedestrian issues and section speed measurement, combining his own experience and relevant regulations. He will also discuss recent hot topics in traffic, such as the amendment of the demerit point system, reminding students to stay informed about current events and legal changes to adapt to societal trends, solidify their foundational knowledge and skills, and emphasize the importance of teamwork. He will advise on how to “WORK HARD AND WORK SMART” in future police work to create and design a beautiful life blueprint. The lecture will conclude with the phrase “Traffic, the most beautiful dream!” encouraging students to continuously absorb innovative concepts and up-to-date professional knowledge, and not to replace traffic expertise with administrative orders.
