This was the second departmental activity of the semester. Director Chuang Pi-Chang opened the event by encouraging the students and introducing the guest speaker, Ms. Yi-Chun Chang, an alumna of Central Police University.

Ms. Chang has had a rich career in law enforcement. After graduation, she worked as a patrol officer in the First and Sixth Police Brigades of the National Highway Police Bureau. Later, she moved to the Criminal Investigation Bureau and joined the Criminal Information Division. She had little experience in information technology at first, but she kept learning and earned a Ph.D. in Information Management from National Taiwan University. She then served as a battalion commander in the Third Special Police Corps. Today, she is the Director of an AI Research Institute. Her story shows students how professional growth and lifelong learning go together.

Ms. Chang first shared real cases and challenges from her work on the national highways. These examples helped students think about how police work can be improved, and she gave useful advice for their future careers.

Her second topic was technology-based policing. She explained how smart policing differs from traditional policing in investigation methods, information sources, evidence collection, traffic management, and professional roles. She also introduced modern crimes such as the spread of intimate images, child sexual exploitation, computer crimes, and online fraud. Technology, she said, helps investigators trace digital evidence, find suspects, and respond to complex crimes more quickly.

In conclusion, Ms. Chang urged future officers to embrace technology and move beyond old habits. When police combine technology with law enforcement, they can reduce repetitive work, use limited manpower well, and focus more on crime prevention and traffic management. Her message was clear: good officers never stop learning. The lecture widened our views and showed the value of continuous learning and innovation.
